Have you tried this:
"Step 1. Install XCode (free) via App Store. Yes, it's ginormous. Yes, you don't need most of it. make sure you install the iOS kit.
Step 2. Open XCode, go to XCode->Open Developer Tool->iOS Simulator
Step 3. Sign on as normal"
