With my Yorkie boys, I have never put collars because I'm afraid my guys would hurt themselves with the collar. There is the option of breakaway collars, like for cats, but if my boys got out of the house, they would probably break the collars off on something right away.

Our tags can be attached to the D-ring on harnesses, which my boys wear for walking.
You can also put the collar lose enough to slip off if they got stuck that's what I do.
