^^^^ great advice^^^ also remember that your little one is comfortable at home, in the house - he knows everything there and everything is familiar. Try looking at the outside world from his "shoes." Imagine being as small as he is and looking up at the huge trees (even some regular plants), cars, people other animals, not to mention all of the different noises that are more prevalent outside. I think it is more like he is a just not sure about all of those new things (oh and I forgot all of the smells too). So, like Maximo said, be confident, persistent and have patience, he will want to explore once he feels comfortable with all of those strange things outside.
