hehe, we had the same exact problem!!
First, you should use a harness instead of a collar. A collar can damage their trachea. What is her absoulute most favorite treat? Use that and hold it in front of her nose while you're walking her, whenever she moves praise praise praise!! She'll get it eventually! Good luck.
