It sounds like you're on the right track. You might want to keep a few kibble in your pocket to use as "treats" when he does listen & stops. Of course, he's a puppy & puppies will do all sorts of crazy/silly things.
It might be best that people in your home stop & look down when they get up too. I have to do this when I'm at my sewing desk & get up because Bella has a tendency to lay directly behind my chair which means I can't see her unless I look back before moving the chair.
