It's just very common in these small southern towns to take your dogs along with you. We have not had really cold nor really hot weather lately so no windows needed to be down. I'm not defending the act. I agree that one shouldn't leave their animal in the car, but that is from life's lessons and learning.
Just not abnormal around these parts for this to take place. No matter what...the dog should not have been stolen. I'm just not understanding why they can't find out the owner of the phone...maybe it was a prepaid tracphone..? dunno
