Just now seeing this. That is super scary. For it to be in a pile, it had to be placed there (by human or by animal). Thinking a squirrel would've dug a little hole and put them in it.

Very strange. I'm glad Animal Control is investigating it. Will check back later to see what they say.

Oh and I agree with Shelly..might not be from your pups but it looks like expanded vomitted kibble.
