She's still way too young to be completely potty trained! If anything, I'd be thrilled that she uses the pad on her own at all! These are tiny pups and they have very small, hard to control bladders.....

Sounds to me like you're doing it right. Just be consistent with your training and lavish her with praise when she goes where she should, she'll figure it out!
