Scooter will behave that way too if I let him. He lives to bark, run and play but the barking annoys non-dog friends. I have an empty soda can with a few pennies in it and all I have to do is shake it when he barks, say no and he stops. The same with jumping on people's laps. I use the can for that too. I don't know what it is but he doesn't like it. Give it a try, otherwise he sounds like all-Yorkie......especially the Velcro part.
