Are you crate training and feeding at specific times during the day (not just leaving the bowl out)? If you are, that makes it easier to know when he is going to go. When you wake up or come back from work or errands, take him out of the crate and put him right down on the pad. Wait patiently, and if he walks off, just pick him back up and put him back on the pad. He should go pee at least and probably poo a few minutes after. A few times of doing this will reinforce the habit and start his pad training more reliably.
Also, try and keep relatively clean pads down so they don't think they are too dirty to go on. My Maddie likes her pads clean so I wash them very regularly.
