Yeah...huh...it seems we know how to make so many things here, but not pee pads. I've used the washables for years (the white top ones). Recently, I bought some 'laminated' ones, and those are pretty awesome - they're so thin, but they absorb so well! And they look so much better than the white tops.
So, you may want to look for 'laminated cloth' for the top portion of the pad.
