I would try coconut oil and/or a fish oil supplement. Fish oil has made a difference for us and we do the occasional coconut oil for various things. When I discontinue it for a few days, my boys' coats dry out.
Make sure to rinse shampoo really, really well. Perhaps try using a different shampoo and diluting a bit, Always follow with conditioner.
