Tail wagging is not always a positive physical cue. It can be a battle flag. When my boys are in "attack" mode, their tails wag very fast.
That doesn't mean that Ruger wants to attack to harm, but it isn't a happy excited sign. He is either protecting you, or he has expectations of what the person should do (Max can be this way).
If Ruger is food motivated, I would use treats to do training exercises on how to greet a person.
Is Ruger around people a lot or sporadically? I have found with my boys that they get out of practice easily.
