A vicious dog would have just bitten her and not bothered to bark or barked one or twice and gone in for the strike. Sounds hyper and over-excited and as if he didn't know what to do or how to react to her. Some scent or vibe of hers might have concerned or really excited him or he's just not that used to meeting people.

What did you do or say to him while he was doing the lunging and barking?
