Ascites is the accumulation of fluid in the abdomin. Ultrasound is not the best way to find a shunt.... can give unreliable results.
Sending prayers for your little one, and Hugs to you and your family. It will be difficult until you get good answers to Billy's health problems.
I just looked again at the bloodwork:
Have the vets said anything about pancreatitis? (>lipa) Dehydration can cause slight elevations in urea... is he drinking enough? Does he drink and pee a lot?
You can add a bit of human baby food (meat only, chicken is best) to entice him to eat, and add water to his food to help increase his intake. Don't give him any gravies or human food other than plain boiled/roasted chicken with white rice.
Could he have gotten into anything he shouldn't have? No raisins or grapes..
