I think there was someone else who signed up after November 1...thought I saw that somewhere. If you don't hear from Admin by the deadline (as he's really, really busy) and if I were in your situation, I'd sign up... I don't think it's that big of a deal, personally.
Of course, I didn't just say that so you can't point fingers...
