I am just curious about how old Zoey was when you got her?
Part of what puppies learn during the later weeks of socialization with their littermates is how to "pretend" or "play" bite. The other puppy yelps loudly if a bite is too hard.
She may be teething and you are right to give her teething toys if this is the case. When she bites hard you need to scream in pain even if it is not that painful and you need to remove her from your lap momentarily or move away from her and discontinue playing for 30 seconds. During this time ignore her completely, not even eye contact.
