Has this always happened or is it just recent? Are they both fixed?

I'm trying to think what would cause this only when going outside. I'm thinking maybe there is a smell of another dog out there that's freaking out the 15 month old or the 6 year old's excitement level changes on going outside, which triggers something in the 15 month old..?

Hopefully others will have some ideas here..
