Use treats for going potty outside, or on a pad... praise is good but treats are better... really good treats even better. Walk her with Silver and let her watch Silver potty and get a treat for it. May help her to catch on. Other than that, just be persistant.
Sounds Like Zero is establishing herself as 'Alpha'. You need to take control, so she sees you as her 'Alpha'. You give out the toys and take them away, Treats too. Basic training may help also, just anything where she does what you ask and earns a reward.
