I am not sure if this is something you can look into...not sure if any of these places consider baby teeth removal an emergency but wouldn't hurt to look into..

AFRP Financial Assistance for Pets

This one actually lists organizations by state...I know a few years ago I tried to get help for a rescue that had an injuried dog and was unsuccessful...funding was in short supply and it was on the east coast...I say its worth a shot to go thru each place and see what their requirements are:
