This may be a silly question - but have you changed shampoos and do you rinse her REALLY well in the bath ? Poor baby - I hope you can get to the bottom of this - itchy yorkies are so sad to see - I remember Chanel had super itchy skin one summer and I just felt terrible seeing her scratching.....
I did have good luck with a skin conditioner called Veternarians Best Moisture Mist SKIN Conditioner - (sold at Petco) ...you spray it on and don't rinse it off - Chanel didn't have allergies but played in the hose almost every day - started scratching one day - and this stuff stopped it immediately.
