I consider both of my Yorkies "full of personality" and they are almost 3 but not what I'd call hyper...although they are energetic. They are more like bubbly, playful, little children, attentive, intelligent, comical, and sometimes like to tease both each other and the humans.

I think I might ask her to explain/describe what a puppy that is "full of personality" is like, or what I can expect from a puppy so described...perhaps vs. one that is not "full of personality" and/or what she (breeder) considers that reference to mean. Can't hurt to ask...
