Have you tried Kong toys? If he's a puppy, they have Kong toy for teething too. I've also had success with freezing chicken broth into ice cubes. My boy is a big chewer, and now I stay away with plushie toy. Stuffing or no stuffing he will rip it apart. So far the only plush toy that has stayed intact is Kong safari (monkey). Also, I just read about stagbars, which is an alternative to rawhide.
