Jilly was 3 lbs. and we walked in snow with her in her coat. Didn't keep her out long and kept her to the dry part of the sidewalk, off the snow/ice where we could and used the hair dryer to warm her feet, dry any wet parts when we got back in. Then we cuddled up together to finish toasting her! haha.
But, if your dog is still a puppy, I would ask the vet or a breeder or dogcare expert here before trying it. Your baby is so cute!
