If I were you, I would only allow toys when you are home. You are right, he may choke someday. Fortunately, I only have 1 out of 4 that is a toy killer. But, he just likes to pull stuffing out of loofa dogs heads! (weird too, huh? only loofa dogs!)

But, maybe find something he wont try to demolish if you need to leave play toys while he is unsupervised.... definitely not plastic ones!!!!
