Our local Humane Society does it in house...and there's no way I'd have my dog seen there (my daughter was a volunteer there for two years during high school).
You must be very close to your vet school. I'm about 50 mins away from Michigan State Vet School and they don't fix any of the animals at our humane society or county shelter.
So, the quality that you get probably depends on where you're at.
