I can only tell you our experience. When we got orders to Germany, I had my very first Yorkie at that time, and I was flying on my hubby's orders. My Spencer did have to fly in cargo, but it was a non stop flight from where I got on the until we landed in Frankfurt. My Spencer did very well, but I was a nervous wreck. Then when my hubby was stationed in Korea, he brought a Rescue Yorkie back with him on leave, she flew in the cabin with him and she even sat in the seat next to him and the flight attendant gave her chicken to eat. Now keep in mind this was several years ago and it was a Non Stop flight as well from Korea to the US.
