Some puppies don't gain as fast as others. Also you may need to dropper feed him more often. Sometimes adding vitamins to the formula will also help.
What kind of formula are you using? Keep working with him on pooping and peeing too unless you can see that Mom is licking him. Some of them just need a little extra work. Good Luck
