Default Protecting pup in the snow?

The weather forecasters here in England are predicting snow and I was wondering what we need to do to protect tiny little J?
He has been able to go out for walks for a week now and is thriving and enjoying getting out and about to explore the world. Here in the UK, the pavements aren't cleared of snow - we're pretty ill prepared for it despite it being more common in recent years.

Anyway, if the snow does come should I still continue to take him out? He is very small and gets cold so easily, so I really worry. I haven't been able to find ANY clothes small enough to keep him warm, they're all far too big and he can wriggle out of them in less than 10 seconds.

Any snow pup tips?
