Ment to say I would neuter only if it is really nessesary and by the sounds of things it isn't and I just think he would rather wee on your rug than go in the other room and wee on paper.
Just keep praising him when he does do it on the paper.
All yorkie's are different and learn these things at different times I wouldn't worry too much.
