Try turning the heater lamp off when she's with them..the heating pad should suffice while she's in there with her own body heat.
Personally, I keep the house toasty warm and only use the heating pad for my pups. Since there are so many pups, and they will usually sleep all over each other, that keeps them warm enough on the heating pad. (p.s. Never have the pups directly on the heating pad, have a blanket or towel between it and them... and I would never keep it on high at all).
