I am a strident advocate of buying a puppy from a reputable breeder and never before the age of 12 weeks. Every puppy is an individual and needs to be evaluated that way. However, I agree that if a puppy is in a bad situation and is not being properly socialized it does no good to keep it in that environment for an extra month and probably makes matters much worse.
