Default Breathing Problems

I am hoping someone might be able to offer some insight with their knowledge of Yorkies. My sweet Yorkie is 10 years old. I just adore him. He has always had issues with an occasional reverse sneeze, but that is it. It seems like for the past couple of years, the attacks of reverse sneeze are becoming more severe. In the last year, he now has the reverse sneeze, but even at rest he sounds like a human with emphysema. His breathing is always labored. I have taken him to two different vets that just suggest prednisone as needed and a couple of meds for a cough. They don't really have a reason for his symptoms. Other than his breathing problems, he still seems very perky and happy. I have to be very careful for him not to see a ball or anything he wants to play with and chase or he really seems to have breathing issues. Have any of you experienced this with your aging Yorkie? Has your vet had different recommendations. I don't know whether to try another vet, or to just accept the fact that it is normal old age. I just hate not to help him if something can improve his symptoms. Thanks in advance for any replies or insight.
