Thank you for taking the time to try and properly train Poky!
My recommendation for potty training is to start from scratch. Watch Poky's eating and drinking habits and make sure that you take him out soon after he eats or drinks- or every 30 minutes to an hour for the first few days. Make sure that you always take him out the same door and give him a cue such as "Potty time!" every time. Maybe hang bells at the door and ding them on your way out as you say it. Every time he has potty success outside praise him like crazy and maybe reward him with a treat. When he uses his pad don't praise him but don't reprimand him either. Just ignore that he did it.
Just keep having patience with Poky, he'll get it figured out! =)
