For 5 years Tibbe wasn't but now he does have an iffy tummy and has to eat prescription food.
Again, thank you for helping this little lady and I know one day soon she will grow into your very best friend. | She was Rescue dog that came from a Puppymill. So of course she wasn't taken care of.
