I think that a lot of rescues and shelters go way overboard with their adoption requirements. It seems like it would be easier to adopt a human baby than to adopt a dog from a shelter or rescue!
It makes people frustrated and turns them toward backyard breeders and pet stores just so they don't have to be interrogated, which is not the right thing to do, but it is happening.
