I wouldn't give him time to think about being scared. When you take him out let him go potty and then either play with him or take him back in. Keep his mind busy and talk to him in an upbeat reassuring voice. If you let him think you are pitying him it will cause him to think he is correct to be afraid. Just keep building up his confidence. Do things he likes to do outside.
