I used the Puppia step in vest harness that DBlain linked to when Gracie was a puppy. It worked great for us as I was able to control her pulling very well with it. I never left it on her as she has a long coat. I have never cut her down. The first link looks like something comfortable for around the house but I still would not leave a puppy alone with anything on it in a crate or any where unattended. They are just too prone to chew, twist and turn and possibly get something caught around the neck. Once the pup is an adult and you know they are past that stage it is different of course.

That Puppia step in vest harness is very easy to get on. You wrap it around them and tighten the velcro then snap the top clip and yo are on your way.
