Omg Housetraining our 4 month old Shorkie puppy

Help!
We brought our Shorkie puppy, Sadie, home on November 24th. She was born on August 22nd and was 3 months old when we got her. My question is-is she going to be harder to house train since the breeder did not housetrain her at all? There are times when she seems to need to go out and when we take her out she doesn't do anything. She sometimes uses the house training pads and usually goes bm on the tile in the bathroom. She sleeps in her crate at night and we take her out first thing in the morning. We do have the bells hung at the door. I'm beginning to get discouraged. Our last puppy a Lab Siberian Husky we had 14 years ago trained quickly. I've read that small breeds are harder to house train. It was also summer when we got our last dog who we just had to put to sleep on October 3rd. Sadie is learning to be house trained in the winter, which I think really makes a difference. Any advice would be greatly appreciated. We have been working on house training her for a month and she still has several accidents.
