There are thousands of breeders trying to make money off people who claim they sell tiny Yorkies also. They will say anything to get a sale. Most They will sell a very tiny young puppy and say it will stay tiny. A reputable breeder will show you the size of both parents but will not give you definite size that the pup will be at maturity. Two small parents does not necessarily = a tiny dog. There are genes from generations past that can cause a larger or smaller pup to be born.
A good professional breeder that has used good line breeding techniques will have a general size that the pups are turning out as but even they can have some variations.
When someone is advertising "teacups" and is promising tiny adult sizes you can count on the fact that they are scamming you either intentionally or they just know nothing about the breeding of purebred dogs.
