You could getting a frame/holder for the pads. If she can't get ahold of the edge, maybe she'll leave them alone. Or if she starts playing with it, try redirecting her attention to a more appropriate play thing.

My pup had a bad habit of doing this. She'd shred more pads than she'd pee on! I eventually just bought washable/resuable pads (there's no shredding these!!) and now I'd never go back to the disposables!
