Me? I hate seeing dogs left outside all the time.
However, not all people in society are like that. Some people (a lot I know here in the South) believe all dogs are outside animals. Back in the day, they were really.
If the dogs were left outside in below freezing conditions or like 100 degree plus heat, that is when I would look into calling animal control or someone.
It breaks my heart and I would ache evrytime I saw it, but I just know that all of society doesn't think like I do.
