I had this same problem with my kitchen rugs....

I ended up removing them completely. After she has gotten the pad thing down and we hadn't had any accidents in a while, I slowly added them back one at time with a few days between putting a new one down. By just putting them back slowly I could be sure she wasn't going to "relapse" and start piddling on the rugs again. I'm happy to say everything went smoothly and we haven't had any problems since!
