There is just no way to tell what size your dog will be at maturity. They take puppy mill pups away at a very young age so they will appear to be small when they are in the cages. Of course they are small because they are so young but if they waited a few weeks when they get past the cute stage people might not buy them.

Many pet store pups do exceed the regulation size so it is possible that he could get to be a decent size but the kind of genetics you are dealing with are pretty much a shot in the dark. I hope things work out for both you and your dog.
