It does depend on local laws. Most areas require a dog to have food, water and shelter. If the houses are not suitable for this type of weather then you may be able to get someone involved. Such small dogs in deep snow would appear to be a real threat to their lives. We just got about a foot of snow here in NYS. I can't imagine leaving a pug out in such weather. Do they have neighbors close by? You would think the neighbors would be bothered by the situation. Pugs are not outside dogs. Who on earth would buy such dogs and leave them outside??!! They probably figured that buying another one would keep the first dog company. Great logic. Here is another reason why pet stores should be put out of business!
