Default Need advise....not sure what to do

In my neighborhood there is a family that has two pugs that are what appears to be left outside 24 hours. I don't know this for sure but everytime I ride by this house they are out there no matter what the weather is.

This family moved in this house in the summer time so when I would see them outside in a fenced in yard, I really didn't think too much about it as they had dog houses and water. At first they only had one pug and then they got another one. I would say one is about 4 lbs and the other one (adult) looks to be about 10lbs. Today it is raining snowing and the temperature is around 37 degrees and you guessed it, they are outside.

It seems, no matter what the weather is they are outside but of course I can't say for sure if they are outside 24 hours. It may appear that way to me because I don't ride by there every day. Although I don't ride by there every day, logic tells me they more than likely are outside 24 hours. I've started to change my route to work just so I can see if they are outside. I rode by there at night a couple of times and they were outside.

Should I continue to monitor to confirm my suspicions that they are in fact being left outside all day and night and then call aspca?
