Your puppy has no ability to keep from peeing at his age. The muscle that helps them to control their urine output does not start to work until they are around 16 weeks old and that is just the beginning of their stating to gain control. It is up to you to figure out the timing and get him to the potty in time.

A puppy that is crated will pee in the crate if he has to go. He has no choice. Once he has learned to pee in the crate he will also learn it is OK to do it. To properly crate train you have got to take the pup out at regular intervals and get him to the potty.

If you cannot take him out that often you may want to consider an X-pen instead. That way he can use a puppy pad and a regular bed. The pad should be put in a secure frame so the puppy does not spend time chewing on it. Small breed puppies have especially small bladders so they cannot hold much urine to begin with.
