JMHO, this sounds like maybe a bonding issue. Outside she is too distracted and doesn't think about going potty till she gets back inside. Let her back in then take her right back out (before she goes in the house)... timing issue...use a clock if needed.
Stop comparing her to the other pups. Find good things that are unique to her and celebrate them, make her feel special.
