I just sat on my front steps with Stewie on his retractable leash and collar. He would plant his feet and not move. If he did move, it would be to run to the door and try to go back inside. Now he walks on a leash like a champ. It just took a lot of time (and the weather warming up) for him to get used to it and a lot of coaxing.
