Default Front legs splay, back legs hop, 8.5 years old

Our Yorkie, Sadie, is 8.5 years old and small, about 4.25 lbs. Most days she is with me the entire day, sleeps with us, I take her to work everyday and practically every where I go.

Up until about 8-10 weeks ago she seemed pretty normal. Lately she has been stumbling, hopping on her back legs and her front legs splay out often when she is trying to walk, particularly on a wood floor. We've taken her to a vet. She got an xray and some meds (I think they were for inflammation & condroytin) which she has taken and she got 2 cortisone shots and is getting some sort of laser light treatment. Her rear hip sockets seemed to be frayed and the vet said she may have been born that way. She doesn't seem to be in any pain, however she doesn't seem to be getting any better if anything I'd say she's getting worse, which absolutely breaks my heart.

Has anybody had any similar experience and/or words of advice?
